These two web site(s)* will be providing a public service only, and will not contain advertisements.
It will be restricted to the type of content, as per formatted prearrangement in the Pop Up
sub categories. There will be charges for consideration such as priority positioning in
the service infrastructure, modified biz profile requests and basic Ad Sense service redirection.

I will be paying hourly programmers for technical services and
building the complete layout and design myself for now.

The file server drawback is at the listing/rating as in a google or yahoo search. When searching for Victoria Texas, it won't be amongst the top listings.
SEO - I think I can get around this using the newly developed DNSSEC Zone Authorizing Validation (http://www.answers.com/topic/dnssec)
on a Dedicated Server using my already dedicated (https) secure VictoriaTexas.org as the zone authenticator (resolver) to refer the validation and insure it a #1 position.
What I propose is that categories be exchanged for tabs in the menu.
A large pop-up window will open with sub category listings, that would navigate into each replaced pop-up window for item/service
approximately the size of the body in the example and have complete (back/forward) navigation within the pop-ups. No side column
Ad Sense or any other unnecessary distractions. It have a simple pleasant background with soothing music and load extremely fast.
I am undecided as to how much definition should go into the category tabs in terms of aesthetic appearance. There are some gorgeous High Definition graphic menu formats being developed at very reasonable cost, or I may give the art a try myself.
Or I have a design team capable of providing the layout (no context) just an extremely complicated fill in the info, custom made,
to what I have described, minus the DNSSEC for both the web site and mobile platforms at just under $5 grand.
Give me a hand here Victoria, if you want to get this City prospering. I am pretty stressed, and the more you contribute,
